Summary

The state of Penang is an example of successful transformation in Asia based on strengthening
the rule of law. Open and Distance Learning (ODL) is an important vehicle for the education that
can underpin this process by expanding the freedoms that people can enjoy. Using technology
can not only cut costs but also enhance the quality of education and therefore yield important
benefits. The development of eLearning has encouraged many conventional universities to
offer ODL but research in North America suggests that few are doing it very well. Private forprofit providers are more successful. Research also shows that the notion of a divide in
attitudes to eLearning between young ā€˜digital nativesā€™ and older students is a myth.
Technology-mediated learning encourages all students to engage more deeply with their work.
Finally, the Open Educational Resource University is described as a potentially radical
transformation in higher education. (Author's abstract)

An assessment of e-learning readiness at Open University Malaysia

Summary

E-learning readiness is an important part of distance education as it is conceivably related to
the success of e-learning initiatives. Policy makers and regulatory bodies have to be cognizant of the
degree of e-readiness of a populace in order to design and implement efficient e-learning programmes.
This paper reports on a study that was carried out to determine the e-readiness of a group of Open
University Malaysia receivers (learners) and enablers (tutors) to provide significant information to the
respective teaching-learning community. Data were gathered with the use of the e-learning Readiness
Research Tool from a sample of 93 receivers and 35 enablers. The findings related to learner readiness
are discussed in this paper. (Authors' abstract)

Summary

Program Pendidikan Jarak Jauh (PJJ) yang dikendalikan oleh ITM
mcrupakan program terulung di Malaysia yang menawarkan pengajian di
peringkat Diploma secara pengajian jarak jauh. Beberapa kelemahan
Program PJJ ini pertu dikenalpasti dan diperbaiki agar objektif dan matlamat
asal yang ditentukan dapat dicapai. Kajian ini dijalankan khusus di Negeri
Sabah kerana keadaan geografi dan kependudukan di Negeri Sabah banyak
mempengaruhi pelaksanaan Sisterh PJJ di ITM Cawangan Sabah.
Tujuan kajian ini dijalankan adalah untuk mengetahui sebab-sebab
permohonan memasuki Program PJJ scrta melihat hubungkait antara
latarbelakang pelajar dan kesukafan-kesukaran yang dihadapi. Kajian ini
juga bertujuan mengenalpasti kaedah pembelajaran, masalah berhubung
peperiksaan, anggaran perbelanjaan menghadiri seminar, bagaimana pelajar
menggunakan sumber-sumber yang ada serta mengenalpasti keberkesanan
Seminar PJJ. Pendapat-pendapat yang diperolehi dari kajian ini digunakan
untuk membuat penilaian, andaian, rumusan serta cadangan.
Soalselidik digunakan scbagai alat penyelidikan dalam kajian ini. Data
yang diperolehi dianalisa menggunakan kaedah statistik deskriptif dan
inierensi bergantung kepada masalah yang ingin dikaji. Dapatan
penyelidikan ini diharapkan akan menjadi sumber maklumat dan rujukan
penting hagi menilai semula sesuatu Program PJJ atau melaksanakan
sesuatu Program PJJ yang baru. (Abstract by authors)

Globalisasi membawa perubahan teknologi kepada masyarakat. Ledakan maklumat dan
keupayaan hebat teknologi terutamanya kuasa digital dan pengkomputeran telah mencabar
sistem pendidikan termasuk teori pembelajaran untuk turut berubah. Kini konsep ruang siber
dan universiti maya menyediakan persekitaran pembelajaran secara jarak jauh atau atas talian
(online) melalui World Wide Web (WWW) dengan bantuan alat teknologi maklumat dan
komunikasi. Alatan ini merupakan simulasi yang membolehkan pelajar mengalami
pengalaman pembelajaran sebenar dan dapat berinteraksi dengan individu lain tanpa perlu
bersemuka. Kemudahan ini menjadi agen sosialisasi terbaik yang menuntut individu sentiasa
mengemaskini ilmu, pengetahuan dan kemahiran di sepanjang hayat mereka. Namun kajian
mendapati ia masih lagi mempunyai isu dan cabaran yang perlu ditangani dengan bijak.
Kertas konsep ini meneroka peranan dan cabaran e-pembelajaran menerusi internet terhadap

The technology acceptance model (TAM) proposes that perceived ease of use and perceived usefulness predict
applications usage. The study-in-progress investigated TAM for work-related tasks with the e-learning, and used
TAM as a basis for hypothesizing the effects of such variables on the use of e-learning as the application. Elearning has become an increasingly popular learning approach in higher education institutions due to the rapid
growth of Internet technologies in Malaysia. It has been integrated in many university programs, and is one of the
new learning trends that challenge the banking concept of education (i.e. assumes that the instructor or teacher
owns the knowledge and deposits it into the students who attend the class). E-learning is not intended to replace
the traditional classroom setting, but to provide new opportunities for interaction and communication between
students and instructor or teacher. This study focuses on the individual usersā€™ acceptance investigation for the elearning in universities as an effective learning tool. It develops a technology usage model for the e-learning .The
contributions of this study are three fold. First, this study may help identify whether learners or users would like to
accept e-learning or vice versa. Second, this study will help to determine what are the factors that significant in
explaining the intention towards e-learning. An attempt is made whether attitudinal belief such as perceived ease
of use and perceived usefulness has relationship towards the e-learning adoption. Third, this study is among the
first to use the technology acceptance model in the context of e-learning.

Summary

This special issue gives an idea of how some organisations are addressing the issue of e-learning @ the workplace. This issue is the outcome of a call for papers that asked authors to explore the capacity of e-learning for strengthening corporate performance and building competitive advantage in the present-day workplace and to consider the extent to which the utilisation of technology can enhance the learning process and provide practitioners with the leverage to manage knowledge for organisational gain. Papers that are conceptual or empirical, case-study-based, or based on sector-wide-analyses are provided. The papers underwent a careful selection and review process, and those presented here are ā€œacademicā€ in terms of rigour, but ā€œapproachableā€ in terms of readability and practical content.
