"Quality in teaching and learning has always\r\nattracted the attention of policy makers, educators, parents\r\nand students. It is the bedrock of a quality output-the\r\nstudent and it marks the effectiveness and efficiency of the\r\nprovider. The quality of teaching and learning is constantly\r\nquestioned due to many reasons, some of which could be\r\nskills and knowledge of the teaching and learning process,\r\nthe competency of the educator in the content knowledge,\r\nthe passion and attitude of the educator vis-à-vis the\r\nexpectations of students. This phenomenon has become\r\nmore urgent as the availability of free electronic learning\r\nresources is equated to higher quality. As a teacher and\r\nalso an e-learning educator, i find the sharing of open\r\neducational resources or OERs freely ( as per CC License)\r\na right move towards increasing the quality of learning and\r\nhence democratization of education. However there seems\r\nto be some concerns as per the quality of the OERs. After\r\nall the whole idea of the OERs apart from “sharing\r\nresources freely and making an institutional mark” is also\r\nto ensure we overcome the constantly nudging issue of\r\nineffective learning. Now that OERs have been created, it\r\nis important to evaluate the effectiveness of these OERs.\r\nThis paper will first look at some crucial definitions,\r\nfollowed by a review of available efforts on quality of\r\nOERs and end with some case studies and suggestions.
