"The very foundation of open and distance learning (ODL) has been\r\nintrinsically linked to the creation of broader access and better\r\nopportunities in higher education. In the last several decades since the\r\ninternet revolution, ODL has made tremendous strides in granting an\r\nunprecedented number of people with the opportunity to obtain a\r\nuniversity degree. This new phenomenon has created a learning\r\ncommunity that can interact, share and collaborate outside traditional\r\nnotions of time and space; thus, helping to create and strengthen global\r\ncompetencies for a world that places ever greater esteem on the\r\nattainment of higher education.\r\nCentral to this effort to build a global learning community is the move\r\ntowards cross-border provision and internationalisation. The open and\r\nborderless nature of ODL means that open universities are free to\r\nexplore internationalisation as a means to expand their operations by\r\noffering academic programmes overseas. For Malaysia’s premier ODL\r\ninstitution, Open University Malaysia (OUM) takes its internationalisation\r\nefforts seriously. With a delivery system and various e-learning\r\ninitiatives designed to provide ease and flexibility through ODL, OUM\r\nhas been able to stamp its mark as a viable educational provider in\r\nseveral countries such as Yemen, Bahrain, the Maldives and Ghana.\r\nOUM has also recently launched a collaboration with an educational\r\ninstitution in Hungary.\r\nThe university has certainly come a long way since its strategic\r\npartnership with the Ministry of Higher Education in Saudi Arabia for the\r\nestablishment of their National e-Learning Centre (NeLC) in Riyadh four\r\nyears ago. Through these endeavours, OUM hopes to play a key role as\r\nMalaysia forges ahead in its drive towards a global educational\r\nexcellence. This paper will illustrate OUM’s internationalisation efforts\r\nand examine the factors that have been vital in the success of this\r\ninternational outreach.
